When forwarding the Requisition for the annual supply of Police Clothing 1868, the Governor of Hong Kong, in despatch 1:492 of the 30th April 1868, alluded to a mistake which he stated had been made in sending the previous year's supply by the Commss Agents overland route; the Comy purposely refrained from taking notice of the remark.
As the Governor has again adverted to the occurrence, which in his despatch 1:652 of the 10th February last he has described as a mistake made very excusably, by which the Colony was pecuniarily a heavy loser, I beg to report briefly, for Lord Granville's information, the circumstances which took place.
A requisition for Police Clothing, dated 22 November 1866, was forwarded to this Country with a despatch from the Governor of Hong Kong dated the 23rd of that month, and reached the Commy Agents on the 29 January 1867, - the requisition and the Governor's despatch requested that the articles might be in time to arrive in Hong Kong by the beginning of the 2nd quarter of 1867: Sir F Rogers' letter of the 27th January 1867 specified the end of April.
The period intervening between the receipt of the requisition at this Office and the date fixed for the arrival of the Clothing was two months; some time was necessarily occupied in obtaining tenders,
